The production is the second-longest running performance ever to appear on Broadway, outranked only by "The Phantom of the Opera". The Show portrays the story of two rival and vaudevillian performers named Velma and Roxie incarcerated in jail for murder.

While Velma is already a well-known vaudevillian entertainer, Roxie is a up-and-coming performer trying to create her fame. Although they both were convicted of murder they had different incentives. Velma's motive was betrayal and revenge after finding her husband and sister having an affair. In Contrast, Roxie's motive was abandonment, manipulation, and desperation. Thus, unlike Velma's action, which was driven by emotion, Roxie's scheme was premeditated, and was intentionally used to draw attention.

Throughout, Chicago also exposes the secret game played by law enforcement and ordinary people. Roxie's and Velma's lawyer Billy Flynn, who focuses on defending female prisoners charged of murder, is seen transforming courtroom proceedings into theatrical events, by tweaking his clients' hearing into theatrical productions composed of spectacle and pity.
